on October 26, 2012

Answer: 42 states require distance education providers to pay a fee to enroll their students, according to the State Higher Education Executive Officers.

Three states do not require a fee: Connecticut, Maine and South Dakota. Five others either have no information available, or have some agencies that do and some that don't within the same state. These five include Alabama, Hawaii, New Jersey, New York and Oklahoma. The rest do require a fee.
